PA's liquor laws are quite frustrating. I can't even suggest ordering online, because I'm pretty sure PA does not allow cross-state shipments. Which pretty much leaves liquor store runs to other states. Good luck!
You might be interested in learning that the original Weller Antique / Weller 12 blend was not created to mimic Pappy Van Winkle. It was created by a member of the straightbourbon.com forum to recreate Weller Centennial which was being discontinued. Centennial was a 10yr old and 100 proof Weller fan favorite. By combining the Antique and 12 in the right ratio you could approximate the 10yr age and 100 proof. As the popularity of Van Winkle ramped up a certain popular bourbon blogger took that recipe and gave it the Poor Man's Pappy name and the people ran with it.
Just tried this. I've never had real Pappy, so I have no idea how "close" this is. Keep entering the VA lotteries. Bottom line is that both my wife and I liked it better than either bourbon individually (though both are excellent). Smoother than either (unexpected). Lots of apple and Wheat Thins notes. After the faux Pappy ages a bit we will try them blind. Hard to go wrong with these two bourbons.

Yeah, they’re both good. But somehow they are better when combined. Let it sit for a while and try again — it’s even better!
